BNB fee discount description — added VIP-tier caveat

Before With BNB discount enabled, spot fees drop 25% (from 0.1% to 0.075%).
After With BNB discount enabled, spot fees drop 25% (from 0.1% to 0.075%). The actual VIP 0 rate is whatever Binance shows you on the in-app Fee Rate page; the discount applies on top of tier-specific base rates, which differ by 30-day volume.

Reason: reader feedback flagged that the original line could mislead VIP 1+ users into thinking the absolute rate is 0.075% across tiers. Added the "in-app Fee Rate page" caveat to anchor to the official source.
